Dr. Withrow earned her BA in Psychology from Transylvania University, and her masters and doctorate in social work from the University of Kentucky. She has over 24 years of experience working within state government in program development and oversight, strategic planning, data analysis, policies and procedures development, contract management, monitoring and auditing, financial oversight, grant management, mentoring, leadership, and administration. She currently oversees the Program, Policy, and Quality Assurance Branch within the Kentucky Office of Vocational Rehabilitation. Her broad professional experiences allow for a comprehensive view of inter-agency/multidisciplinary collaboration through work in juvenile and adult criminal justice, disabilities, adoptions, child welfare, and sexual assault and domestic abuse prevention. Her professional accomplishments include creating statutory changes and developing initiatives to provide systemic change. She has also served as a mentor to undergraduate and graduate students, as well as a practicum supervisor through multiple schools throughout the country. She served as an adjunct professor throughout Kentucky, specializing in social welfare policy courses.
Dr. Withrow is a Kentucky Colonel, the highest title of honor that can be bestowed by the Governor, was awarded the Kentucky Governor’s Ambassador award in Leadership, and named Duchess of Hazard, National Juvenile Justice Specialist of the Year, Social Work Practitioner of the Year by Spalding University, Field Supervisor recognition through Western Kentucky University, and as a Community Stone Catcher. Dr. Withrow serves on several boards and advisory councils. She is passionate about helping organizations to enhance programming and support to communities as well as staff.
