Domestic violence (DV) shelters have shifted their focus from a more macro-oriented approach to a micro-level approach over the last 50 years. Today, shelters identify individual causes of DV and provide treatment to individuals, which may limit their capacity to engage in policy advocacy to ensure their federal funding remains.
